GENE BARBER    PROGRAM MANAGER

Mr. Barber has a B.S. in business administration and an A.S. in marketing. He has over 17 years of environmental enforcement support, preliminary assessment, and information management experience. He has managed litigation support work on formerly used defense sites (FUDS) for the USACE, and has managed environmental litigation support efforts of all types and sizes for other agencies including U.S. EPA, USDA, and the National Forest Service. He has conducted historic and title research for WW II era facilities to develop site ownership and operational histories, evaluated CERCLA liability, and developed cost allocation scenarios. He has worked on numerous types of databases including document inventories, administrative records, cost recoveries, sample tracking profiles, PRP and correspondence tracking, and waste-in transactional databases that provide volumetric rankings of PRPs. For EPA Technical Enforcement Support Contracts, Mr. Barber was responsible for overseeing, managing, and participating in preliminary baseline PRP identification for potential CERCLA NPL sites. He has managed and participated in over 50 PRP Searches in support of CERCLA enforcement and cost recovery actions. He has also administrative record assistance for CERCLA NPL sites and has participated in over 30 Phase I Site Assessments in conjunction with property transactions for clients such as GTE and TransAmerica Energy Association. He also conducted nationwide audits of PRP Search reports for EPA OSWER.
