Mr. Swanson has a B.A. in English literature from the Oklahoma University of Science and Arts and a J.D. from the University of Denver, College of Law. He has attended the Environmental Research Training Course at the U.S. Army's Office of History. He has 14 years of professional experience managing and conducting work at federal facilities, including cost allocation determinations for the DoD, DOE, commercial clients, and law firms. He has conducted PRP Searches, RFIs, and CERCLA and TSCA Notice Response activities, and has performed extensive environmental policy and regulatory research and legal analysis. He has also participated in preliminary PRP negotiation meetings with USACE and DOJ.
He has managed efforts related to the design and development of databases capable of providing reports relevant to 104(e) responses or determination of potential liability including weight ranking reports, waste transactional reports, and contract reports. Mr. Swanson has also developed guidelines for the compilation of Administrative Records (AR) to ensure compliance with federal and state requirements and is experienced in ARv screening; duplicate searches; transmittal searches; extraction/QC of documents; and generation/review of indices.
